The Bureau of Customs does not issue Customs Administrative Orders (CAOs) lightly. CAO 01-2025 represents one of the more comprehensive updates to Philippine import compliance requirements in recent years - covering importer accreditation standards, invoice valuation methodology, post-entry audit powers, and enforcement priorities. Updated HS Code Classification Standards

The order aligns Philippine HS code application with the 2022 edition of the Harmonized System, with guidance on classification rules for specific commodity categories that have historically generated disputes between importers and BOC examiners. Importers with products in disputed classification categories should review their current HS code usage against the new guidance.
