When a vessel arrives at the destination port, a sequence of steps must happen in rapid succession:
- The shipping line issues an Arrival Notice to the consignee or their agent.
- The original Bill of Lading must be surrendered (or a telex release confirmed) to obtain a Delivery Order from the shipping line.
- Port charges - including arrastre, wharfage, and terminal handling - must be paid.
- Customs entry must be filed and duties paid before the cargo can be released from customs custody.
- A gate pass is issued once all requirements are met, and the cargo can be trucked out of the port terminal.
Each of these steps has a deadline - or more precisely, a free time window. Miss any of them, and demurrage and detention charges start accumulating.
